PandaDoc Pricing for Small Business: What a Team Actually Pays
TL;DR PandaDoc charges per seat: $35/month for Starter and $65/month for Business on monthly billing. A 3-person team pays $1,260 a year on Starter and $2,340 on Business. The free plan costs nothing for the whole team, but it stops at 5 documents a month across the account.
Month-to-month, PandaDoc costs $35 or $65 per seat
PandaDoc’s pricing page opens with the “Annually” toggle switched on, so the first numbers you see are $19 and $49 per seat. Those rates assume you pay for the year up front. Flip the toggle to monthly and Starter becomes $35 per seat and Business becomes $65 (checked on pandadoc.com/pricing, 2026-10-09).
Every paid seat is billed separately, and the account owner pays for each user added. Here is what that comes to at monthly rates:
| Team size | Starter ($35/seat) | Business ($65/seat) | Holosign Unlimited ($19 flat) |
|---|---|---|---|
| 2 people | $840/year | $1,560/year | $228/year |
| 3 people | $1,260/year | $2,340/year | $228/year |
| 5 people | $2,100/year | $3,900/year | $228/year |
| 10 people | $4,200/year | $7,800/year | $228/year |
Enterprise is quote-only, so it’s left out.
Starter’s 5-template cap pushes many teams to Business
Starter gives you unlimited documents, but only 5 templates and no CRM integrations. A three-person consultancy with an NDA, an MSA, a statement of work, a change order, a contractor agreement and an engagement letter is already at six. Unlimited templates, CRM connections (HubSpot included), custom branding and approval workflows all start at Business.
For a team with more than a handful of standard documents, the number to budget is the Business rate of $65 per seat. For three people that is $2,340 a year, about ten times Holosign’s $228. Holosign includes unlimited templates and the HubSpot integration on every plan, free one included.
PandaDoc’s free plan wins when several people share 5 documents a month
PandaDoc Free lets unlimited team members join one account for $0. The account shares 5 documents a month, each document can go to at most 2 recipients, and you get 5 templates (PandaDoc help center, checked 2026-10-09).
Holosign Free also includes 5 documents a month, but it covers one sender. A second person who needs to send means the $19 Unlimited plan. That makes the bands for a small team look like this:
- One person sends, 5 documents a month or fewer, 2 signers per document and 5 templates at most: both free plans cost $0.
- One person sends, 5 documents a month or fewer, but some documents need a third signer or a sixth template: Holosign Free stays at $0, while PandaDoc needs a paid seat.
- Several people send, 5 documents a month or fewer between them, no more than 2 signers per document and 5 templates: PandaDoc Free at $0 beats Holosign’s $19.
- Past any of those limits: PandaDoc Starter at $35 a seat, or Business at $65 once you need a sixth template or a CRM. Holosign stays at $0 for a single sender with 5 documents a month or fewer, and is $19 for the whole team otherwise.
A worked example: a 3-person agency
A small design agency has two partners who send proposals and SOWs and an office manager who handles contractor agreements. Together they send about 15 documents a month from 8 recurring templates, and they track clients in HubSpot.
At 15 documents a month they are past the free plan by the second week, and 8 templates plus HubSpot put them past Starter as well, so the PandaDoc bill is three Business seats at $65: $195 a month, $2,340 a year. Hiring a fourth person adds $780 a year.
On Holosign the same team pays $19 a month, or $228 a year, and the fourth hire costs nothing extra. The difference is $2,112 a year at three people.
PandaDoc earns its price on proposals and quotes
PandaDoc is built around sales documents: proposals with pricing tables, quotes, a product catalog, payment collection, deal rooms and, on Enterprise, CPQ. If your team builds priced proposals and wants the client to pay from inside the document, the Business seat price pays for that workflow and a signing-only tool won’t replace it.
PandaDoc also sells signer identity checks such as SMS verification and ID verification. Holosign doesn’t offer signer authentication on any plan, so if a counterparty requires it, PandaDoc is the right choice.
For a team that uploads contracts and sends them out for signature, you’d be paying the per-seat rate for a proposal suite you don’t use. We ran the same numbers for DocuSign at three users, and the feature-by-feature view is on our Holosign vs PandaDoc comparison.
